I did this earlier with my old *stDS.   Wasn't happy with the results.   Tonight, I used Mrs. Barbarian's Olympus E-41.

Did you have a special filter for the lights?  They are star shaped.  I do like this picture....well done.

No, it's just an effect of a long exposure.   One of the exposures in this composite HDR was three stops overexposed.

Slight change of contrast, and a little trick in GIMP.   Go to "emboss" then "bumpmap" and then set the azumuth at the least shadow, and then take the effect down to almost nothing.

It tends to give a subliminal 3-D look.   It's more pronounced in the large size:
